RECENT ADU LEGISLATION - What Every Agent Needs to Know

This is one of the biggest zoning shifts in decades.

 

As of June 30, 2025, Colorado House Bill 24-1152 is officially in effect โ€” and itโ€™s a game changer:

-- ADUs are now legal โ€œby rightโ€ on most single-family zoned lots across Boulder & Colorado.

-- No rezoning, variances, or special permits required.

-- In Boulder: owner-occupancy, off-street parking, and minimum lot size requirements have all been waived.

 

It doesnโ€™t stop there: On July 20, 2025, the U.S. Congress introduced a bipartisan bill to make financing ADUs easier. The bill will give US Government backing on all Second Mortgage Loans on properties where the use of financing is an ADU.
